Dr Silver Mugisha

PERSONAL PROFILE

In August 2013, Dr.Eng. Silver Mugisha was appointed the Managing Director of National Water and Sewerage Corporation (NWSC), Uganda – a public utility that is 100% owned by the Government of Uganda. Since his appointment in 2013, Dr Eng Silver Mugisha has led the Corporation with passion, inculcating strong work ethic, high level of professionalism, fostering a positive service culture and a united leadership approach that has enabled the corporation achieve high organisation performance and international recognition. At the time of his appointment, the Corporation was at cross roads with a good historical performance record and the increasing demand for services. Under his strategic leadership, NWSC changed the Corporation’s strategic focus and launched the first ever Five Year Strategic Direction (2013-2018 rolled over to 2018-2021), that provides the Corporation’s outlook and key strategic interventions taking into account the wider stakeholder expectations, policy directions and competitive environment.

Dr. Mugisha holds a Ph.D. in Engineering and Economics of Makerere University, Uganda. His PhD research, which was carried out in collaboration with PURC of University of Florida, USA focused on areas of performance monitoring, incentive design and productivity analysis. He was previously a Chief Manager in charge of Institutional Development and External Services at the National Water and Sewerage Corporation (NWSC).
Dr. Mugisha has been with NWSC since 1994 and has risen through the ranks of the Corporation. He has worked on external consultancies in various organizations in Uganda, Kenya, Tanzania, Zambia, Nigeria, Ethiopia, Rwanda, India, and Trinidad and Tobago among others. He has been a Board Member of the International Water Association (IWA) since 2014 and later become the Vice President of IWA. He was also the Vice President of the African Water Association (AfWA). He is a Fellow of the International Water Association and Sense Research School of the Netherlands.

NWSC Geographical Coverage has expanded from 23 towns in 2013 to 258 towns in 2021.
The number People Served has increased from 10.6 million in 2013 to 15.7 million in 2020.
Service Coverage: 84% in towns and municipal boundaries and 73% in the rural areas served by NWSC

Strategic and operational plan development; creation of corporate visions and missions; design of operational manuals and quality systems; planning and design of staff productivity enhancement systems; development of problem-solving oriented research agenda and training/capacity development plans; design and implementation of high-impact performance incentive plans; designing and implementing performance monitoring/evaluation and comparative competition systems; development of risk management and project appraisal systems; development of incentive contracts and negotiating win-win targets and contractual obligations; criteria and negotiation of PPP-contracts; spearheading design and implementation of output oriented performance improvement plans; negotiation of financing for WATSAN projects; design and implementation of short and long-term utility reform approaches; tariff setting and design; preparation of financial budgets and action plans; courting and buying-in oversight authorities into strategic plans; project inception, design and management; organisational restructuring and utility re-organisation; design of strategic investment plans; overseeing asset valuation and design of asset management plans.
